The decision adopted on Thursday aims to modernize and simplify the way in which funds intended to guarantee agricultural loans are managed. Thus, developed on the basis of GO no. 19/2025, the normative act eliminates bureaucratic barriers and optimizes financial flows to support the common agricultural policies.
The new legal framework aims to streamline the activity of the guarantee funds (FGCR and FNGCIMM) through the following key measures:
Alignment of accounting records with international standards in the field: the obligation to record the amounts made available by MARD as „subordinated loans” has been eliminated. These will be highlighted distinctly, reflecting more accurately the financial reality and accelerating reporting processes.
Clarity in risk assumption: the Romanian state, through MARD, directly assumes the credit risk for commitments contracted through guarantee funds. This clarification provides greater security to banking partners and, implicitly, better conditions for farmers.
Uniform rules for the reintegration of funds: a uniform mechanism has been created through which the amounts used to pay the executed guarantees can be re-integrated directly from the state budget. This ensures the continuity of the guarantee flow without financial blockages.
Extended support for aquaculture and fisheries: the granting of letters of guarantee for the 2021–2027 Program is regulated, on the basis of the amounts managed by the FGCR and FNGCIMM, facilitating the absorption of European funds in this sector.
“Through this regulatory act, we are transforming guarantee mechanisms from rigid instruments into real levers for supporting farmers. We are simplifying accounting, clarifying risks and ensuring that unused funds return to the agricultural sector through new de minimis schemes or solid guarantees,” said the Minister of Agriculture and Rural Development, Florin-Ionuţ Barbu.
An important strategic change concerns the reuse of unused funds (including those remaining from the SAPARD Program or from the reimbursement of guaranteed loans). These amounts can be quickly directed towards increasing the share capital of the FGCR, financing de minimis schemes for which the MARD is the provider, or towards covering the costs of running support programs.

According to the Coast Guard, they identified metal debris on the beach in the Tuzla area, „which appears to belong to an unmanned aerial vehicle, without visible inscriptions”.
In this case, investigations are being carried out in cooperation with other authorities with responsibilities in the field, under the coordination of the prosecutor from the Prosecutor’s Office attached to the Constanta Court of Appeal.

Prime Minister Bolojan explained that after the conclusion of the Cooperation and Verification Mechanism, in order to strengthen the independence of the judiciary, the political power reduced its attributions in the field of justice and transferred responsibilities regarding budgets and promotions.
Bolojan brought up the reform of magistrates’ pensions: „The Prime Minister also brought up the reform of service pensions and the sustainability of the system, in the context of budgetary pressures and the milestones in the PNRR, amid significant differences between pensions in the judiciary and the national media.”
The officials also discussed issues related to the length of judicial proceedings, the risk of statute of limitations for some cases, and the lack of coherence in court practice, emphasizing „the importance of clearer regulations to increase the efficiency and predictability of the act of justice.”
For his part, European Commissioner Michael McGrath appreciated the constant cooperation of the Romanian authorities within the European process on the rule of law.
„The Commissioner expressed his interest in the activity of the Committee for the Analysis of Legislation in the Field of Justice, established by the Decision of the Prime Minister and coordinated by the Chancellery of the Prime Minister,” the press release continues.
The European executive reaffirmed its support for Romania in implementing the recommendations of the Rule of Law Report 2025, with an emphasis on „ensuring the effective investigation and prosecution of crimes in the judicial system, guaranteeing the independence of high-ranking prosecutors and clarifying issues related to the statute of limitations.”
PSD solicită partenerilor din coaliția de guvernare să abandoneze politica de austeritate, anunțând că nu va susține o abordare care „poate provoca blocaje grave în sectoarele critice din sistemul bugetar”.

PSD consideră că reducerea cheltuielilor bugetare este necesară, însă Guvernul trebuie să țină cont de particularitățile diverselor domenii de activitate”, se arată în comunicatul emis de PSD.
Formațiunea susține că aplicarea unor tăieri fără excepții, inclusiv în sistemul de Sănătate, „poate afecta masiv funcționarea spitalelor publice din România, cu efecte deosebit de grave asupra vieții și sănătății cetățenilor”.
„De asemenea, tăierile otova ale cheltuielilor de personal pot determina pierderea fondurilor europene alocate strict pentru asistența tehnică acordată pentru proiectele de investiții cu finanțare europeană”, se mai precizează în comunicat.
Cu ce alternativă vin social-democrațiiPSD a mai menționat că o alternativă la politicile de tăieri „fără excepții” ar putea fi introducerea impozitării progresive, „cu o diminuare a cotelor de impozitare pentru cetățenii cu venituri mici”.
„O astfel de reformă structurală, susținută de Comisia Europeană, ar echilibra puterea de cumpărare dintre diversele categorii sociale și ar aduce venituri suplimentare la buget, fără a amplifica inflația și fără a afecta creșterea economiei naționale”, se mai menționează în comunicatul emis de PSD.
